Elements Section II presents a general overview of what is involved in building successful partnerships with religious institutions and explains the planning process that can take place within the council structure. Council Planning Program success begins with the planning process. When this process is completed, the plan for partnering with religious institutions will be integrated into the plans already in place at the council. Ideally, the planning process begins with the Council Corporate Plan approved by the Board of Directors. Based on the strategic plan, staff will develop the tactical plan focused on the achievement of the council goals. In this way, program services are delivered to youth in the community in an organized manner. If the existing strategic plan includes a goal dealing with religious institutions, the planning process can move on to the more specific tactical plan. If there is no specific reference to partnerships with religious institutions in the strategic plan, staff members will need to identify which goals in the strategic plan are most appropriate to develop objectives dealing with religious relationships. The tactical plan should carry out the council strategic plan with specific measurable objectives. This plan gives overall direction to council programming, normally for the period of one year. The responsibilities for this may then be delegated to the appropriate groups within the council, such as service teams or membership operating units. A professional staff member needs to carry the responsibility for developing and implementing partnerships with religious institutions. This may be a staff member, such as the program director or director of membership and marketing, who will then delegate responsibilities as appropriate. A volunteer component is also necessary.
